No Gap Clips at the head or tail of a composition

In an audio project, in the timeline, if I want to add a layer and I want it to start before the beginning of where it currently starts, I have to awkwardly create a gap clip and keep stretching it out until it's long enough to extend the new layer. The exact same is true for the end of a composition too. I shouldn't have to mess around with gap clips. I should be able to just place the new layer to start (or end) where I want it, even if it's outside of the pre-existing timeline.

After I edit a composition, I usually add a music cue at the beginning and end. And I do it as a layer so I can overlap with the speaking in the timeline. However, to do this, I have to manually create a gap clip in the timeline and then keep extending it a few seconds at a time until it extends long enough for me to be able to extend the music layer. This is crazy. I should just be able to put the music layer where I want and the timeline just extends to fit it.
