Need to be able to set in and out on videos, premiere style

So I am adding in another video track to play on the top, generally this will be drawn from a much larger video, I want to be able to set the "in" and "out" before I drag the video into the composition. At the moment I am using premiere to compile a bunch of clips into one and exporting, then have to drag it all in and shorten from left and right to get the part I want

We do have In-point controls, but we actually do not have out point controls which I have asked our team to look into.
You can find in-point controls here (clicking the file in the Project sidebar.) It looks like this has gotten lost in help center so I asked for that to be updated as well!

Also, you can use Scenes as functional outpoints at the moment, since when you add the layer it will stop at the edge of the next Scene boundary.

Allow user to set in-point and out-point for a clip prior to adding it to the timeline. Currently, b-roll clips need to be added to the timeline, stretched out to show all sections of the clip, and then trimmed before the correct section is added to the timeline.
Improves functionality for b-roll and video-only clips.

It would a really helpful feature to be able to set in and out points on clips before bringing them into the project/timeline, please. From what I can tell, it seems that I have to bring in the whole clip onto the timeline--i.e. a 7 minute video, even if I just want to use 5 seconds from it, and then trim it down to the 5 seconds.
Most editing programs have this as a standard feature, and it would be great if Descript did, too.
I'd also love to be able to use in and out points on the timeline itself, which is helpful for navigation around the timeline (jump to in, jump to out) and also for exporting just a segment of the timeline instead of the whole timeline.

when I have several long videos and I need to take just one specific scene from each one to add to the project. There is no way to select just the part I want and drag it on the timeline (for example, from minute 1 to 1:23). In conventional editors I normally use the shortcuts "I" and "O" in the preview to select the part of the video and drag it to the timeline.
