Ability to lock a layer to be always on top. For example, I have a talking head video and every time I add a new background slide to a scene, I have to constantly set the order level of the main talking head video to front.

+1 for this even if it just "always on top" or "always on bottom" to be able to set something like a logo overlay or background image/video.
