There's a small workaround to this - you can use an existing layout that has a gradient in it, go into the scene, select that layer, and copy it, then paste it elsewhere. It's annoying, this should be something that you can add manually with the editor, not do a workaround.

Really wish this was happening! Would be so much easier to turn 16:9 videos into vertical ones, as you can add a transparent gradient on top of the video to fade to black or white.

This needs to happen. I'm new and this is one of the first things I went looking for, for similar reasons to what Sanjeevany mentioned. I'm already wondering if I need to look for another product that can.
