Arrange Layers and Apply to All Scenes

Please make layers adjustable to where items can be dragged/dropped into the order I desire and applied to the entire project or per scene. Please allow me assign the layer of an object to all scenes so I don't have to go to each scene and manually adjust the layer order when a change is made to an item.

I feel you strongly. When doing long-form video content with 100's of scenes it is so painful to go through each one of them to adjust the background (send to back) or the logo (send to front) for each one of them. I just want to be able apply the layer order for clips that extend across multiple scenes across all those scenes.
